Subscriber Service Fee

As of January 1, 2022, the NEURC Resolution No. 2874 dated December 22, 2021, "On setting tariffs for centralized water supply and centralized sewage services for KP Kremenchukvodokanal" came into effect, according to which sales expenses for individual consumers are not included in the cost of centralized water supply and sewage services.

These costs are to be reimbursed through the subscriber service fee.

According to the Law of Ukraine "On Housing and Communal Services," centralized water supply and sewage services are provided exclusively on a contractual basis. Contracts for the provision of housing and communal services are concluded in accordance with standard contracts approved by the Cabinet of Ministers of Ukraine.

On January 27, 2022, KP "Kremenchukvodokanal" published a draft public contract with an individual consumer for the provision of centralized water supply and sewage services (without maintenance of internal building systems) based on the standard contract, including the introduction of the subscriber service fee in accordance with the Cabinet of Ministers of Ukraine Resolution No. 690 dated July 5, 2019 "On the approval of the Rules for the provision of centralized water supply and sewage services and standard contracts for the provision of centralized water supply and sewage services." Public contracts came into effect, and as of March 1, 2022, the subscriber service fee was introduced for all consumers in apartment buildings (individuals and legal entities).

As of April 1, 2022, the public individual contract for the provision of centralized water supply and sewage services (published on March 1, 2022) in the new edition came into effect, which applies both to consumers in apartment buildings (individuals and legal entities) and to consumers in individual (estate) residential buildings.

As of January 1, 2023, according to the Cabinet of Ministers of Ukraine Resolution No. 808 dated August 21, 2019, and based on the recommendations of the Executive Committee of Kremenchuk City Council of Kremenchuk District, Poltava Region, the subscriber service fee for consumers (individuals and legal entities) is:

for a contract with the owner (user) of a building (premises in a building) for the provision of centralized water supply and sewage services

From January 1, 2024, according to the Resolution of the Cabinet of Ministers of Ukraine № 808 dated August 21, 2019, the subscription fee for consumers (individuals and legal entities) is as follows:

The subscription fee includes the following costs associated with:

keeping track of consumers;
meter reading;
calculation and collection of payments for consumed utilities;
distribution of consumed services among consumers;
servicing and replacing the commercial water metering unit (general building meter) if available in the consumer`s building;
other functions related to subscriber service.

The subscription fee is charged monthly, at a fixed amount, per one account, regardless of the number of residents in the premises and the volume of water consumed.

Please note that according to the provisions of the Rules for the provision of centralized water supply and wastewater services, approved by the Cabinet of Ministers of Ukraine dated July 5, 2019, № 690:

- the consumer is not exempt from paying for the services received prior to the conclusion of the relevant agreement;

- the consumer is not exempt from paying the subscription fee in the absence of actual consumption of services.

According to the Resolution of the Cabinet of Ministers of Ukraine № 808 dated August 21, 2019, the maximum subscription fee from January 1, 2024, is 42.94 UAH per each service.
